<incom> Web 2.0 and empowerment

I should have been more specific when I posted my original question around Web 2.0.
I'm a student who is interested in looking at how Web 2.0 technologies might empower marginalized people especially of the developing world.  As I've started my research, I have become more and more cynical of technologies such as Web 2.0 as it seems to me like they may just be another form of colonialization.  And with the digital divide and lack of access, I wonder how realistic my original question was in the first place.  At the same time, there are some interesting things on say YouTube, where Indigneous peoples are using it to fight injustices they are facing.  
I agree with the one comment that in looking at these technologies it's important to take a post development approach.  And yet, post development theory seems to me to focus on a necessary critique of development, but doesn't necessarily look, or at least I should say, I haven't found how post development theorists propose development might look like.
