<incom> foreign aid and corruption

Ivo  Skoric on nettime alerted me to a study by
Tiri.org, an anti-corruption non-profit based in
London, that has spent 18 months looking at the
effects of post-conflict/crisis  aid on countries such
as Afghanistan, Bosnia, East Timor, Lebanon and four
others. They issued a press release about this study,
and by March 2007 a paper will follow.

Here's a quote from the press release that took me
back to the 2005 incommunicado meeting in Amsterdam:

“Thousands of white Toyota Land Cruisers crisscross
war-torn societies around the 
world,” said Martin Tisne, Tiri associate programme
director. “The question is, what 
have we got to show for it?  There is a rapid round of
donor conferences and targets 
and timetables, and it is only when you look round,
sometimes years later, that you 
realise that what you have done has contributed to
renewed tension and violence in 
post-war situations.”
