I do agree that the UN is too weak and don't think that there's any
satisfactory answer to the question of internet control in the
present context. But, well, as to Dr. Toure's approach to ICT
development, Jean-Louis Fullsack shared the following on the WSIS
plenaryy listserv. I'm guessing that Jean-Louis won't mind if I
