Nakata would actually be one (did I imply he wasn't?), I guess, even 
though my sense is that the debate about the protection of cultural 
knowledges is not always framed in terms of rights. Also see/search 
Robert Sullivan (Aotearoa/New Zealand), or Jane Hunter (US), who has 
written on the use of rights markup language and the protection of 
indigenous knowledges, you probably are familiar with the Mataatua 
Declaration on Cultural and Intellectual Property Rights of Indigenous 
Peoples, which serves as pt of reference for many of these arguments; 
the (late) Darrell A. Posey and his colleague Graham Dutfield are among 
the researchers who have tried to shift this debate toward resource 
issues/rights, see also perhaps the people at http://www.earthcall.org,
