I think I agree with you, Geert. However, a lot of
programs are so desperate for some outside validation
and recognition that they will put in the time in
hopes of being noticed.  Locally, in San Jose, the
Tech Museum Awards, are just as competitive, yet they
give out $50,000 in each of five categories each year,
so there is more incentive.  I'm sure that some groups
apply both of those places and more.

I keep remembering Bernard Sorj's comment at the
conference last year that NGOs are in show business.
